    Using my vast army of researchers (Google), it looks like the the film is The Poughkeepsie Tapes. A horror mockumentary from 2007.

    A Google search for the part of the URL after the last slash leads to some Polish sites where they believe it to be "The Poughkeepsie Tapes."

    Yes, it's from The Poughkeepsie Tapes. I've seen it and, to be quite frank, I thought this gif was the only worthwhile scene in the entire movie.
